A legal notice for Snow Removal at Municipal Lots & Various Village Sidewalks was advertised on August 27, 2021, with a bid opening date of September 17, 2021. According to ProcureNow’s Vendor Analytics Section, there were 171 public views of this contract: eleven companies downloaded the contract, two companies started the application process, but only one company submitted a proposal, Snow Systems of Wheeling, IL. (the Village’s most recent contractor). Staff questioned why the other applicants didn’t finish submitting a proposal. Their response was that they were working on several bids at the time. Staff contacted Hoffman Estates to see if they had a low turnout for similar bids and learned that Hoffman Estates plows their own parking lots as part of regular snow routes.
This contract requests the bidder to input costs for 336 possible items. This is an increase of 108 from the previous contract. This will include nine additional locations that requires four costs: Weekdays, Saturday, Sunday, and Holiday work. Of these 336 items, 220 items were on the previous bid four years ago. Snow Systems reduced their pricing on 93 items, increased pricing on 10 items and kept 45 items at the same cost. Staff was unable to determine any changes were made to 72 items, because they were previously bid as lump sums. The total cost of the 148 tracked items decreased by 16%.
Staff’s recommendation is to award this bid to Snow Systems of Wheeling, IL as they have provided the Village with satisfactory work during the previous contracts.
