The City of Rolling Meadows approached the Village about a bike path improvement along Quentin Road, Hartung Road, and Old Plum Grove Road in which they had applied for federal funding. The scope of the project includes removing an existing concrete sidewalk and replacing it with an 8’ asphalt multi-use path. The City had completed the Phase I reports and received design approval with pre-final plans being submitted through IDOT. Through this process it was realized that the improvements were proposed partially within Village of Schaumburg right-of-way.
Village staff met with City staff to discuss the improvements and path forward so as not to jeopardize the Congestion Mitigation and Air Quality Improvement (CMAQ) Funds from the Chicago Metropolitan Agency for Planning (CMAP). As it may take some time to write up a formal Intergovernmental Agreement (IGA), we proposed developing a letter of understanding to provide a general agreement on the project. This will allow the Village time to review the plans and specifications and structure the IGA appropriately without jeopardizing the City of Rolling Meadows time constraints on federal funding.
The City of Rolling Meadows is the lead agency on the project and is committed to paying for all costs associated with the bike path that are not covered by the CMAQ funding. The Village concurs with the City that the improvements are beneficial to the area. The Village will continue to maintain the other public improvements within the right-of-way including the roadway, Village utilities and landscaping.
