Executive Summary: 
 

Salem Drive, between Weathersfield Way and Schaumburg Road, provides one through lane in each direction. A dedicated left-turn lane exists at the signalized intersection. The roadway has curb and gutter and a closed drainage system. There is one signalized intersection at the north end of the project at Schaumburg Road which is under the jurisdiction of Cook County; however, this project is not anticipated to include any improvements within the Cook County right-of-way. The Salem Drive right-of-way includes concrete sidewalks on the east and west sides of the roadway and on-street bike lanes. 

 

Based on the 2018 pavement condition index analysis, this project anticipates a complete reconstruction of Salem Drive within the project limits.  In addition to pavement reconstruction, the project includes drainage, lighting, and bicycle and pedestrian improvements. On-street parking is currently permitted along most of the roadway and is in conflict with the on-street bike lanes. Since federal funding is anticipated to be used for construction, the Phase I Engineering will need to identify a solution to separate the on-street parking and bike facilities. The intersection of Salem Drive and Weathersfield Way is not included in this project scope as improvements to this intersection will be completed with the Weathersfield Way (Braintree Drive to Salem Drive) Improvements which are expected to be constructed in 2022.  

 

Staff solicited proposals from eight firms from the Engineering Consultant Pool to provide Phase I Preliminary Engineering Services. Staff received and reviewed the four submitted proposals and recommends Hampton, Lenzini and Renwick, Inc. (HLR) of Elgin, IL to complete the Phase I Preliminary Design Engineering for the Salem Drive Improvements. HLR was selected based on the experience and qualifications of their project team, relevant project experience and project approach. HLR has completed several other projects for the village successfully including the Walnut Lane Reconstruction Phase I and securing STP funding for the project. HLR has submitted a scope and cost proposal in the amount of $141,865 for the Phase I Preliminary Engineering Design for Salem Drive. A detailed scope and breakdown of the costs can be viewed in detail in Exhibit 1.

 

The village has budgeted a total of $160,000 for this project in FY22 and the total project cost is $141,865. Since this project will span two fiscal years, $100,000 of the FY22 project budget will be expended in FY22 and the remaining $41,865 being budgeted in the FY23 Capital Improvement Plan.  Funds for this study will be paid for from the Vital Streets Fund. Staff is recommending that an agreement for professional services for the Salem Drive Phase I Preliminary Engineering Services with Hampton, Lenzini and Renwick, Inc. be approved in the amount of $141,865.

 Recommended Action:
 The Village Manager recommends that the Transportation Committee recommend the Village Board authorize the Village Manager to execute an Agreement for Professional Services with Hampton, Lenzini and Renwick, Inc., of Elgin, IL for the Salem Drive Phase I Preliminary Engineering Services  in the amount of $141,865, and approve the required Resolution.
