Executive Summary: 
 

This project will rehabilitate via Spray In-Place Pipe (SIPP) construction, approximately 2,000 feet of corrugated metal pipe ranging in sizes from 12” to 96” diameter, from National Parkway west to the outfall at the Woodfield Lakes Office Campus. This work was originally planned for traditional removal and replacement, however, projected cost estimates developed during the design process would exceed the budget. During the SIPP design work earlier this year, the eastern limits were extended approximately 175 feet to National Parkway, which significantly reduced the amount of right-of-way, permanent, and temporary easements needed from the property on the northwest corner of National Parkway and American Lane.

 

The construction plans and specifications for this project were advertised for bid in November 2022. Bids were opened on November 30, 2022, at 12:00 PM with four contractors submitting bids; Engineering and Construction Innovations, Inliner Solutions, LLC, Municipal & Contractors Sealing Products, Inc. (MCSP), and Spiniello Companies.

 

The low bid was submitted by MCSP in the amount of $1,999,935.00. The Village’s consulting engineer for design, Crawford, Murphy, and Tilly, Inc. has reviewed the bids, spoken to references, and recommends award to MCSP of Cincinnati, Ohio.  Staff has also spoken with Jeremy Recklein, Vice President of MCSP to discuss timing and expectations.  Staff learned that MSCP has been in business for over 20 years and is confident in their ability to perform this work.  

 

In FY 22/23, the Capital Improvement Program (CIP) includes the construction budget in the amount of $2,300,000 in the Utility Fund for this project.

 Recommended Action:
 

The Village Manager recommends that the Village Board award a bid for the Construction of the American Lane Culvert Rehabilitation Project with Municipal & Contractors Sealing Products, Inc., of Cincinnati, OH., in the amount of $1,999,935.
