The last major revisions to the Personnel Manual and Benefits Handbook were completed in late 2021. To maintain best practices, make positive and inclusive changes in Village of Schaumburg employment and benefit policies, and to reflect applicable law changes on a Federal, State or local level, Human Resources completed a comprehensive review of these documents to ensure that all policies are as current and as effective as possible.
Policy modifications and current practice clarifications have been made to the following sections of the Personnel Manual: Table of Contents, Initial Evaluation Period, Selection, Hiring Relatives, Supervision of Relatives/Family Member in the Police and Fire Departments, Employment Categories, Identification Badges, Talent Management Plan, Employment Records, Training Programs, Appearance and Dress, Overpayments/Indebtedness to The Village, Weapon Free Workplace, Corrective Action Procedure, Sexual Harassment, Whistleblower Protection Policy, Bereavement Leave, Medical Insurance, Employee Assistance Program, HealthyU/Employee Wellness, EEC/Employee Engagement Committee, VOICE/Vocalize Our International Community Effectively Committee.
Policy modifications and current practice clarifications have been made to the following sections of the Benefits Handbook: Table of Contents, Appointment Rate, Adding New Positions to the Salary Structure, Equity Adjustments, Overtime, Compensatory Time, Non-exempt Employees, Holidays, and Bereavement Leave.
Proposed in the Benefits Handbook is the addition of President’s Day as the Village’s nineth recognized holiday. Earlier this year, the Village granted a one-time Relief Day and extensive research was conducted to determine President’s Day as a date that was commonly recognized as a holiday by other municipalities and would have minimal impact to operations. Of the Village’s ten comparable communities (Arlington Heights, Bolingbrook, Des Plaines, Evanston, Hoffman Estates, Lombard, Orland Park, Palatine, Skokie, and Tinley Park), the average number of holidays is ten, with half (five) of the municipalities recognizing President’s Day as a holiday. In addition to being a Federal Holiday, staff was intentional in selecting President’s Day to maximize the benefit of a day off allowing for a three-day weekend and aligning with a holiday recognized by both School District 54 and 211. Employee feedback from the Relief Day was appreciative and grateful of the highly valued time off. Staff proposes adding this holiday to the annual holiday calendar. The added time off as a holiday is a positive enhancement to Village benefits and will be well received by employee and applicants with limited cost and impact to operations. Non-collectively bargained employees, along with the AFSCME unit (based on “me too” language specific to holidays in the Collective Bargaining Agreement) would be granted this holiday. Both MAP 195 and 219 already receive this holiday. Local 150, IAFF and Fire Command group will not receive this holiday as a result of this change.
