| | | | | | | | Executive Summary: | Funds are budgeted in the FY 22/23 ($68,000) and FY 23/24 ($117,000) Capital Improvement Plan (CIP) to conduct Flow Monitoring in 19 sanitary basins. The flow monitoring data will be used in conjunction with the individual sanitary rim and invert elevations collected over the last four years in anticipation of building a sanitary sewer model in FY 24/25. This will predict flows, help identify areas of impediment, and demonstrates the effectiveness of proposed improvements. This will allow better management of the sanitary sewer systems, weighing the costs and benefits of potential projects and system modifications.
RJN Group, Inc. (RJN) has worked with the Village on managing the Metropolitan Water Reclamation District of Greater Chicago (MWRD) Infiltration/Inflow Control Program (IICP) short-term and long-term program. Since 2014, in every Request for Qualifications (RFQ) and Request for Proposals (RFP) by Engineering and Public Works (EPW) for sanitary sewer services, RJN has been the highest ranked firm. They are also part of the 2021-2024 Engineering Consultant Pool. RJN has consistently met expectations and served as a trusted advisor for underground infrastructure programs. RJN has also completed flow monitoring for several local municipalities including Hanover Park, Rolling Meadows, Streamwood, and Elk Grove Village.

Staff is recommending a sole source due to the following concerns:
- RJN’s tenured staff with historical knowledge of the Village’s system and priority areas
- RJN’s experienced field crew with familiarity of the Village’s monitoring equipment & collection system
- RJN’s data group and review software with established data analysis and processing capabilities and experience in working on thousands of meter sites
- A local project team with fast response for both project management and field services
- A consistent comparison data set to evaluate Inflow and Infiltration (I/I) in these new flow basins
- Access to Clarity®, RJN’s online web application, that allows us to view and compare all of our flow monitoring and Sanitary Sewer Evaluation Survey (SSES) data, Project Reports, and Construction Inspection Reporting in one place
- Consistency in MWRD required reporting
RJN’s proposal for FY 22/23 is $67,695, which is under the budget of $68,000. Their proposal for FY 23/24 is $107,035, which is under the budget of $117,000; both years totaling $174,730. After reviewing the proposal, it is in line with past and expected activities and costs to complete the project. Staff recommends waiving competitive bidding and enter into an agreement with RJN for Sanitary Flow Monitoring.
Staff is completing data collection and will be soliciting a Request for Proposal (RFP) for the hydraulic model of the sanitary sewer system in FY 24/25. | Recommended Action: | The Village Manager recommends that the Engineering and Public Works Committee recommend the Village Board authorize the Village Manager and Village Clerk to execute an agreement for Professional Engineering Services for Flow Monitoring with RJN Group, Inc. of Wheaton IL., in the amount of $174,730 and approve the required Resolution. |
