Executive Summary: 
 

Crawford, Murphy & Tilly, Inc. (CMT) were hired to perform Phase II Design Services for the American Lane Culvert Rehabilitation project in October 2019. Initially, the design work called for removal and replacement of the twin 96-inch culvert pipes via traditional construction methods. However, as design progressed, the projected cost estimates were expected to exceed the budget. This, along with design of the utilities as part of the National Parkway from Golf Road to American Lane project, became more feasible to rehabilitate the storm lines via Spray In-Place Pipe (SIPP). During the SIPP design work earlier this year, the eastern limits were extended approximately 175 feet to National Parkway, which significantly reduced the amount of right-of-way, permanent, and temporary easements needed from the property on the northwest corner of National Parkway and American Lane.

 

The Village did not solicit proposals from other qualified firms, as time constraints to complete this project within FY 22/23, and before the National Parkway project begins, did not allow for a complete vetting process. The Village is pleased with the design work performed by CMT and believes their knowledge and experience with SIPP installations will be beneficial. 

 

In FY 22/23, the Capital Improvement Program (CIP) includes a budget for construction engineering services in the amount of $230,000 located in the Utility Fund for this project. The proposed contract value for CMT's work is approximately 5% of the construction cost of the project. This percentage is significantly less than typical construction engineering due to the nature of the work. There is limited excavation (isolated repairs prior to spray lining), limited public/business interaction, and limited documentation of quantities. 

 Recommended Action:
 

The Village Manager recommends that the Engineering and Public Works Committee recommend the Village Board authorize the Village Manager and Village Clerk to execute an agreement for Construction Engineering Services for the American Lane Culvert Rehabilitation Project with Crawford, Murphy & Tilly of Aurora IL., in the amount of $98,620, and approve the required Resolution.
