In September and October 2021, staff provided a “Presentation Regarding Condition of Village Facilities and Considerations of Future Needs” to the Engineering and Public Works Committee and Village Board. The condition of the facilities was reviewed and scored utilizing the Facilities Condition Needs Index (FCNI), scoring the facilities from “Excellent Condition” to “Replacement Indicated.” The Board provided direction to conduct additional investigation of the three facilities (Village Hall, Public Safety Building, and Fire Station 54) that were rated in poor condition or worse to identify options for improvements.
In 2017, a space needs study and preliminary design was completed for the Fire Department’s headquarters at Fire Station 54. This study provided beneficial insight into needs for the building and appropriate operation of the Fire Department. The resulting study provided recommendations for improvement with associated impact and budget.
In an effort to understand the same level of detail and need for Village Hall and the Public Safety Building, the Village hired Williams Architects to conduct a Phase I Space Needs Assessment Study. The study considered the facility space needed to accommodate current and future staffing profiles and supporting operations required to respond to the unique needs of the Village of Schaumburg. The attached presentation outlines their findings.
The findings indicate that Village Hall and the Public Safety Building are undersized and inadequate for the needs of our operations. The next step is to complete a Phase II Planning Study to look at options, including feasibility and budgetary impact for remodels, expansion, replacement or relocation of the facilities. Staff will return to committee in January to present the scope and services of the proposed Phase II contract for review and approval.
