On behalf of Chairman LaRosa, the commissioners have requested discussion regarding Illinois Senate Bill SB0040 (Electric Vehicle Charging Act) and the implications this act on the residents and businesses of the Village of Schaumburg. Currently, the Village only regulates the use of reserved parking spaces for charging stations, the signage for such spaces, and penalties for parking in a space designated for an EV station.
In new residential garage construction (single family and townhome residences) the Village requires installation of a dedicated conduit and junction box in the garage for future EV circuitry, future 2 pole breaker space in the originating panel, and additional junction box in the garage to accommodate charging apparatus.
The act requires new single-family homes (including townhomes) to have at least one “EV capable” parking space. The bill provides a definition of EV capable that is consistent with the current village requirements. The electrical panel must have capacity to support future implementation for vehicle charging and conduit must be installed. All parking spaces for new multi-family developments over 5 units are also required to be EV-capable. This will be a new requirement for developers of large multi-family developments.
The act also contains regulations pertaining to residential associations and renters. Those regulations do not require existing unit owners, apartment building owners, or associations to install EV-capable infrastructure or charging stations/outlets/receptacles. The regulations provide a policy for renters, associations, and landlords to follow. It provides certain rights for tenants to install charging systems, but it can be at their cost and landlords and associations can impose some requirements.
