Salem Drive is a north/south collector road located between Braintree Drive to the west and Roselle Road to the east. As shown in the 2021 Village-wide pavement analysis, the portion of Salem Drive between Schaumburg Road and Weathersfield Way is in poor condition and in need of reconstruction. The reconstruction of this section of roadway is included in the current Capital Improvement Plan on the Future/RCL (Resource Constrained List) list and is also on the Northwest Council of Mayors (NWMC) contingency list for funding by the Surface Transportation Program (STP-L.)
In October of 2023, Village Board approved an agreement with BLA, Inc. (BLA) to develop Phase II design documents and continue development of this project to meet the NWMC and Illinois Department of Transportation (IDOT) milestones of the STP-L funding program. Recently, the Northwest Council of Mayors determined that there would be redistributed funding (leftover funding from other councils) available for eligible projects (projects already in the program or on the contingency list) that are ready for construction. Based on the potential for redistributed funding, staff expedited the final design process and is moving forward with preparations for the construction phase. The project is currently scheduled for a November 2024 IDOT letting, with construction expected to begin in Spring of 2025 and conclude in the Fall of 2025.
As a part of the STP-L funding process, entering an agreement with the Phase III Consultant is required to reach the IDOT letting schedule. Following a Request for Qualifications (RFQ) process, staff received three submissions. After review of these submissions, staff determined BLA is most qualified and best equipped to perform the Phase III Construction Administration. BLA has performed Phase III services on many successful Village projects in the past. In addition, BLA completed the Phase II Final Design and are most familiar with the project. BLA is best equipped to help the Village of Schaumburg acquire the redistributed STP-L funds.
BLA submitted a proposal for $355,504 for Phase III Construction Administration. This project is unbudgeted and will be covered in the midyear amendment. Staff recommends moving forward with an agreement.
