| | | | | | | | Executive Summary: | Salem Drive is a north/south collector road located between Braintree Drive to the west and Roselle Road to the east. As shown in the 2021 Village-wide pavement analysis, the portion of Salem Drive between Schaumburg Road and Weathersfield Way is in poor condition and in need of reconstruction. The reconstruction of this section of roadway is included in the current Capital Improvement Plan on the Future/RCL (Resource Constrained List) list and is also on the Northwest Council of Mayors (NWMC) contingency list for funding by the Surface Transportation Program (STP-L.)
In October of 2023, Village Board approved an agreement with BLA, Inc. (BLA) to develop Phase II design documents and continue development of this project to meet the NWMC and Illinois Department of Transportation (IDOT) milestones of the STP-L funding program. Recently, the Northwest Council of Mayors determined that there would be redistributive funding (leftover funding from other councils) available for eligible projects (projects already in the program or on the contingency list) that are ready for construction. Based on the potential for redistributive funding, staff expedited the final design process and is moving forward with preparations for the construction phase. The project is currently scheduled for a November 2024 IDOT letting, with construction expected to begin in Spring of 2025 and conclude in the Fall of 2025.
STP-L Funding is appropriated through the Northwest Municipal Conference and administered by IDOT. The Village is requesting funding that will source 80% of the construction and construction engineering costs for the project, up to a maximum funding amount of $3,200,000. The Village will be responsible for the remaining 20% of the construction and construction engineering costs, totaling $800,000. As stated previously, the project is currently depicted in the Future/RCL, so it is unbudgeted in FY 24/25. A midyear amendment will be submitted to cover the expected construction and construction engineering costs that will occur in the Spring of 2025.
Staff recommends approval of the Local Agency Agreement, as required to secure the potential funding for the project.
| Recommended Action: | The Village Manager recommends the Engineering and Public Works Committee recommend the Village Board authorize the Village Manager and Village Clerk to execute the Salem Drive from Weathersfield Way to Schaumburg Road Improvement Project - Local Agency Agreement for Federal Participation, and approve the required Resolution. |
