The following is a summary of the police-related issues in the 100 block of Cedar Court: The police department began receiving calls on May 18, 2024, generally involving three homes which will be referred to as “Residence A, B, and C". The calls have primarily involved the actions of an adult with disabilities from Residence A. There have also been verbal disputes between the neighbors.  

 

Police Intervention Efforts

 

  • It was determined early on that while evidence suggested the individual from Residence A committed village ordinance and potentially criminal violations involving Residence B and C, enforcement action directly against this individual was inappropriate due to the individual’s lack of decision-making abilities.
  • Members of the quality-of-life division, including a police social worker, first met with the owner of Residence A on May 20th, spoke with him via telephone on multiple occasions, and conducted three follow-up home visits to offer services and support in dealing with the special needs adult residing there. The social worker subsequently filed a report with Adult Protective Services due to the continued issues with the individual from Residence A.
  • During this period of time, staff was also having conversations with the residents of Residence B and C to advise them of the steps that were being taken to try to address the issue. 
  • Staff explained to the owner of Residence A that he was responsible for ensuring nuisance activity does not occur on his property nor caused by those residing there, and issued a letter on May 22nd advising Residence A was at risk of being declared a nuisance property under village ordinance 99.10.
  • In addition to other intervention efforts, staff provided assistance with attempting to gain restitution for damaged property.
  • On July 15th, after continued nuisance activity, staff issued a nuisance property citation to the owner of Residence A; adjudication hearing date is August 7, 2024.

 

Code Enforcement Intervention Efforts

 

  • On June 11th, staff contacted code enforcement regarding a complaint from the owner of Residence C that Residence A had broken and boarded-up windows that were not being fixed. Code enforcement opened a case to investigate these and other issues. Due to Residence A’s failure to remedy code violations, a citation was issued for the September 4th adjudication hearing.
