Braintree Drive is a vital north-south corridor that provides access for residents, local schools, Schaumburg High School, and Campanelli Park. It experiences pedestrian and bicycle traffic due to the presence of schools; therefore, safety of the users is a priority in the project development process and an important consideration during construction. The Village of Schaumburg is planning pavement improvements along Braintree Drive from Wise Road to Bode Road. This corridor of Braintree Drive has an average pavement condition index (PCI) rating of 40 based on 2021 data. The corridor was divided into three projects (Wise Road to Weathersfield Way, Weathersfield Way to Schaumburg Road, and Schaumburg Road to Bode Road). The three segments of the corridor have received Surface Transportation Program (STP) funds.
The first and longest of the three segments of the Braintree Drive corridor is from Wise Road to Weathersfield Way. This project segment is 1.1 miles long and will consist of pavement reconstruction within the limits. A roundabout is proposed at the intersection of Braintree Drive and Weathersfield Way, which will increase the safety of the intersection, lower travel speed, and provide a traffic calming solution for all modes of transportation. This segment includes the replacement of 5,400 feet of aging watermain and construction of an off-street shared-use path. These improvements will enhance the roadway’s durability and infrastructure reliability.
The second project segment (Weathersfield Way to Schaumburg Road) is the shortest of the three at 0.5 miles and will consist of pavement resurfacing within the limits. The project will match into the proposed roundabout built under the Wise Road to Weathersfield Way project. This project includes the replacement of 2,600 feet of aging watermain and the continued construction of an off-street shared-use path.
The third and final project segment of the Braintree Drive corridor is from Schaumburg Road to Bode Road. The project spans 0.8 miles in length and consists of pavement resurfacing. The project will continue the off-street shared-use path and replace 1,700 feet of watermain.
A Phase I Project Development Report was recently completed for the proposed pavement reconstruction improvements between Wise Road and Weathersfield Way. Since the other two sections of improvements were resurfacing projects, no Phase I design was previously completed. Staff recently met with the Illinois Department of Transportation (IDOT) to discuss moving forward with the projects. Since the two resurfacing projects include construction of a new off-street shared use path and other excavation improvements, IDOT has requested the completion of a Phase I design for the two resurfacing projects. After discussions, it was agreed that only a limited Phase I design would be required for the projects, and the limited Phase I can be completed concurrently with the Phase II design.
In October 2024, staff released a Request for Qualifications (RFQ) to six firms from the approved Engineering Consultant List to provide design services for all three projects. Five Statements of Qualifications were received. After review, staff rated Civiltech Engineering, Inc. (Civiltech) as the most suited consultant team for this project. Civiltech has a successful history of completing projects and has a good working relationship with the Village. Civiltech recently completed the design for our National Parkway project and the Rodenburg Road project.
Funds for final design services for the projects are budgeted within the Village’s Capital Improvement Program over two fiscal years (FY 24/25 and FY 25/26). The Village has budgeted a total of $1,195,625 in the Village’s Vital Streets and Utility funds for Phase II design for the project. Civiltech submitted a proposal in the amount of $1,318,566.40 to complete all design services for all three projects. Civiltech’s proposal includes a total of $1,153,955.40 to complete Phase II design for all three projects, which would be under budget. However, Civiltech’s proposal also includes $164,611 to complete the partial Phase I designs for both resurfacing projects. The additional Phase I design pushes Civiltech’s proposal over the budgeted amount by $122,941.40. Staff will recommend an amendment to the CIP to address this total budget shortfall.
